REPUBLICAN ATTITUDE. MORE RESERVATIONS. A and N.Z. (Received 6 p.m.) NEW YORK. July 29 (delayed). Mr. Charles E. Hughes, the unsuccessful Republican candidate at the last Presidential elections, in a i communication to the United States Senate, - suggests reservations in connection with the League of Nationscovenant for adoption by the Senate. . Mr. Hughes proposes that any nation shall cease to be a member of the league immediately upon giving notice of its withdrawal; that questions dealing with immigration, import duties, and similar domestic matters-shall not be submitted to, the League" of Nations; that the United States shall be. left free to oppose- the* acquisition of territory on the American continent by any non-American nation and that the United States shall not agree to employ military forces in any possible future conflicts except by consent of the Congress.
