— ♦ . NEW COTTON AREA. GREAT IRRIGATION SCHEME. A. and N.Z. LONDON. August l. In moving the second reading of the Sudan Loan Bill in the House of Commons, Mr. Cecil Harms worth, Under-Secretary for Foreign Affairs, said that the Bill proposed to enable the Sudan Government to raise six millions for irrigation and railways, with a view to developing cottongrowing. It was proposed to plant a large area at the junction of the Blue and White Niles. The scheme was of the utmost importance in view of our dependence' on American cotton.
