In moving the second reading of the Sudan Loan Bill in the House of Commons, Mr. Cecil Harms worth, Under-Secretary for Foreign Affairs, said that the Bill proposed to enable the Sudan Government to raise six millions for irrigation and railways, with a view to developing cottongrowing. It was proposed to plant a large area at the junction of the Blue and White Niles. The scheme was of the utmost importance in view of our dependence' on American cotton.
