SUGGESTED LIMITATION. A. and N.Z. WASHINGTON. May 20. The President, in a message to Congress, recommends the repeal of prohibition in so far as it applies to wine and beer. Mr. Wilson announces that the railways, telegraphs, and telephones will be returned to their private owners.
