I ARRANGEMENTS DISCUSSED' SUMMARY TO BE ISSUED. FULL TEXT TO WASHINGTON. (Received 6.40 p.m.) United Service. PARIS, April 23. The council has discussed the publication of the peace treaty. It intends to cable a lengthy summary to I all newspapers and also the text to Washington, whence it will be cabled to the various Governments. BASIS FOR PERMANENCY. RETURN TO OLD PRINCIPLES. A. and N.Z. PARIS. April 23. Mr. Wilson, at the Peace Congress, emphasised the need for the return to the principles accepted everywhere as a basis of a permanent peace. Only by observing these was it possible to secure international justice. RESPONSIBILITY FOR WAR. FINDING OF COMMISSION. Australian Mid N.Z. Cable Association. (Reed. 6.10 p.m.) PARIS. April 23. The commission collecting evidence on responsibility for the war, places the entire responsibility on the Central Powers. It enumerates 32 indictments for inexcusable crimes, and gives opinions on the degree of responsibility of various individuals, naming the ex-Kaiser twice by way of example.
