MEETING AT AMSTERDAM.
FRAMING NEW COVENANT.

Mr. Arthur Henderson and Mr. Eamsay Mac Donald have arrived in Paris. They-state the executive of the Berne International Convention has arranged to hold a meeting at Amsterdam this month. Two delegates from. each nation, including enemy countries, will attend. A new international covenant will be submitted and a world conference held in Swtezerland in August for it'j ratification.
Mr. Henderson, Mr. Mac Donald, M. Longuct, M. Renaudel, and M. Huysmans interviewed Lord Eobert Cecil in connection with the League of Nations. They desired that the league covenant should include something to show that the -league's ultimate aim was to secure complete disarmament; further that the minorities in Parliament should be represented on the council of delegates and that nationalities within other nations should have certain rights.
