♦ ■ AMERICAN PROPOSAL. NATIONAL REFERENDUM. Australian and N.Z. Cable Association. (Reed. 11.15 p.m.) NEW YORK. Mar. 18. The Washington correspondent of the New York Times states that Senator Borah will submit a Bill to the Senate providing for a national referendum vote on the ratification of the League of Nations constitution when the time for final action by the United States arrives. The Washington correspondent of the New York Herald reports that Mr. W. J. Bryan declared that the Leaguo of Nations was the greatest step towards peace for 1000 years. It could not be expected that so great an instrument could be perfected in a short time. Certain amendments should be made in order to strengthen the league.
