The Washington correspondent of the New York Herald reports that Mr. W. J. Bryan declared that the Leaguo of Nations was the greatest step towards peace for 1000 years. It could not be expected that so great an instrument could be perfected in a short time. Certain amendments should be made in order to strengthen the league.
