Dec. 22.< The Copenhagen correspondent of the Daily Mail says that the German Government has accepted von Hindenburg's plan to form a People's Guard or National Army. It is, said that Germany, under this plan, will have a stronger force than ever. All officers have received instructions to keep the details secret.
