The Washington correspondent of the New York Times fays thai ,'t is not likely that arrangement* for the Peace Conference can be completed before January. Meanwhile the Allies will hold conferences with a view to reaching on understanding concerning political and territorial questions. Neutials will not have a voice at the Peace Conference, but their representatives may appear before the committee and state their complaints. Consideration is now being given to the question of issuing invitations to neutral Governments to send a representative to the final session [of the Peace Conferee.?. It is possible that neutrals may appear before the conference and present claims against the Central Powers on account of outrages and injuries suffered as a result of the violation of international law. It is believed that the American delegation will include Mr. Samuel Gompers, president of the Federation of Labour, as representative of Labour.
