MR. HOOVER'S CONTENTION.

Mr. Herbert, C. Hoover, Food Controller, says that the first concern of all the Allies is that 75,000,000 people are needing food immediately. The feeding of Germany i« esrential, he declares, though one necessarily thinks with mixed feelings of how the Germans robbed other countries of their food or Bank it in the sea.
