STRONG MEASURES URGED. A. ana N.SJ. NEW YORK. Nov. 13. Speaking at Boston to-day Senator Lodge said that the American people wanted peace enforced by physical guarantees. The German colonies should not be returned to Germany, and the German people should be held responsible for the misdeeds of the German monarch and the ruling class because the people adhered to the Imperial Government until their armies were beaten. He advocated taking and holding German towns until an indemnity was paid.
