Chancellor proposes that Austria fhall be incorporated with the German republic. (Received 12.16 a.m.) . BERNE. Not. 13. The Vossische Zeitung states" that the Emperor Karl of Austria and his family have left Schonbrunn. It is believed that their destination is Switzerland. Karl, in the proclamation relinquishing his participation in the administration, denies all responsibility for the war, from which he declares ho endeavoured to deliver his people. He never interfered with democratic institutions and hopes the future will bring internal harmony and happiness.
