SOVIETS ASSUME POWER IN ALL PARTS OF GERMANY.

OUTBREAK OF REVOLT IN EASTERN PRUSSIA. Times. AMSTERDAM, Nov. U. A telegram from Danzig, in Eastern Prussia, states that a Soldiers' Council has been formed there by boih Socialist parties, who have taken over authority. The garrison joined, and 15,000 people demanded the convocation of a Constituent Assembly, and the formation of a people's republic. Public buildings are being guarded by the Council's troops. A one-day general strike was declared, but no disturbances occurred. At Eraerich the Pioneers' Battalion began a revolt in which the infantry joined. The officers were thrashed, and non-coms, seized military motor-cars. The battleships Posen, Ostfriesland, Nassau, and Oldenburg, which'had been standing out so far, have now joined the revolution. Soldiers cut the throats of two women who helped the officers. Cologne is lavishly decked with red flag's and streamers. Soldiers and civilians have their hats decorated with red; the Soldiers' and Workmen's Council is established in the historical City Hall of Cologne. The Council ordered the burgomaster to release prisoners, and these were fed at communal kitchens. The insurrection is spreading southward from the Baltic ports. A Majority Socialist Government took office in Berlin. This is viewed with some suspicion, as a number of them have thus far supported the war.
