Berlin semi-official messages assort that the question of evacuation of occupied territory depends' on the high command's opinion whether the Allies will agree not to overstep the frontier, whether Franco will evacuate Upper Alsace, and whother the troops aro incapable of fighting in tho improbable event of a breakdown of tho negotiations. The solemnity with which tho conference between Ludendorff, who was summoned to Berlin, and the politicians was announced, shows that the Government is deeply impressed with the seriousness of the moment. Times. (Received 15.5 p.m.) BERNE, Oct. 12. Tho German newspapers are preparing the people for a total evacuation in tho west. They declare that if Mr. Wilson's 14 points aro accepted there will be no need to fear a resumption of hostilities.
