Mr. George H. Ferris, special correspondent on the western front, writes: It is too soon to say the German retreat in the south is general, but there are indications that the British and trench victories at Cambrai and in the Champagne are now bearing fruit.* On the other hand, it would be rash to expect a debacle, but nine German armies are imperilled. ._ ,
