WASHINGTON, Oct. 12.

Germany, replying to the Note from the United States, accepts the President's terms laid down in his address of January 8 and subsequent addresses. Germany and Austria are ready to comply with the President's proposals regarding evacuation of occupied territory, and suggest the appointment of a mixed commission to make arrangements for the evacuation. The Chancellor, the message states, has the support of the majority of the Reichstag, and speaks in the name of the German Government and the German people. Germany accepts Mr. Wilson's terms, and consequently its object in entering into discussions would be only to agree to the practical details of their application. The German Government believes the Powers associated with the United States will take the same position as Mr. Wilson in his address. The United Press states that the official opinion in Washington is that Germany's reply is unsatisfactory.
