CHANCELLOR'S SPEECH.
OPINION IN AMERICA. Australian and N.Z. Cable Association. (Rccd. 5.45 p.m.) NEW YORK, Sept. 26. The Washington correspondent of the New York Times states that the confesfesion of the seriousness of the internal situation in Germany was the only part of Baron von Hertling's speech in the Reichstag that interested United States' officials. The speech is considered to be meant for domestic consumption.
