BRITISH AND TURKISH.
GERMANY RAISES OBSTACLE (Received 11.40 p.m.) A. andßouter. LONDON. Sept. 7. Tho Foreign Office announces that the Austro-Hungarian Government promised that vessels used for the repatriation of British and Turkish war prisoners under the Berne agreement would not be attacked by its naval forces, but the German Government made no such promise, despite repeated representations from Berne and Constantinople. It appears that the Turkish Government is no doubt willing to execute the agreement as speedily as possible, but the influence of Germany is being used to obstruct it, partly owing to a desire to perpetuate all causes of ill-feeling between Turkey and Britain, and partly owing to apprehension of the effect on Turkish opinion of reports which might be brought by repatriated Turkish prisoners. ' .
