PROPOSED LOAN OF £165,000 '^
MAIN' ROADS IN CONCRETE,
MAYOR OUTLINES SCHEME.
SCHEDULE OF EXPENDITURE A scheme for the raising of a loan oj £165,000 for expenditure upon street ha/ provement was outlined in a memorandum presented to the City Council last evening by the Mayor, Mr. J. H. Gunec-n. ■■'.; ■ ;.-
• After reviewing the condition of the city M streets, as the result of the policy of th»si last seven years, the Mayor stated that ;r the permanent works in hand or contemplated during the course of the next few months were Beach Road paving, now well- .. advanced, paving Anzac Avenue to Have- < lock Street, paving Symonds Street from '. Havelock Street to St. Martin's Lane. 'At '' the present rate of progress Beach Road and Anzao Avenue would be completed in : . March next. This would mean that thepaving of Symonds Street would not Incompleted under the most favourable con. r ditions until the end of 1919. It was pro, "■ posed to recommend the speeding-up f~ these works, so as to render available these, s important highways paved for traffic early ; next year. This policy would render poj. sible most important and pressing road fworks, for which the authority of the rate-1 payers would bo required. Mr. Gunson recommended that the coun-' cil consider promoting loan proposals - totalling £165,000 for permanent street . improvements, of,which £125,030 would / bo for permanent paving of a number of | thoroughfares, and £40,000 for secondary streets. It was obviously impossible for • the council, out of revenue, to remedy § satisfactorily the condition of ' these« thoroughfares, which threatened to become i even more ujißatisfactorv. Furthermore ;' the proposals would relieve the mainly § nance account to a considerable degree,
. Money Market Prospects. .; v - It might be suggested, added the Mayor, m that it was inappropriate at the present;'; time to submit such proposals, • but, after consideration, ho was convinced that the money market would not become easier, •; but more difficult, and that the adoption of these recommendations would advance the best interests of the' ratepayers; with-%' out unfitting-..them to discharge their H national obligations. The first step to be'lvtaken was for /the council itself to'del«T|S mine what its policy was to be; secondly,'raj it must obtain the ratepayers' endorsement; thereafter the council would need to obtain . the consent of the Government to proceedj and the authority of the Mb.?': ister for Finance to place ite debentures, | It was therefore recommended that the v' ratepayers be asked for loan authority for 11 £165,000 for permanent street improvements, as follows :— _ : .j; H§ For permanent road paving in concrete;;. 1 , or other approved materia! for the follow--i ing thoroughfares, £125,000:— j: .
Suburban Co-operation Needed.
„In connection with the Manukau Road proposal, the Mayor stated that the proposed expenditure of £19,800 shouldtWVfe contingent, upon the One-tree Hill Road Board,- the Mount" Roskill Road Board, f ||i; and the Onehunga Borough Council doing £ their respective portions. ; It: was recommended that 'proposals be made to these authorities to secure, simultaneously:with m the City Council's I appeal to - the ■ ratepayers,, authority.;to-co-operate. with the council and carry out the concreting|'9uß the Manukan Road for its entire • length w& from the Newmarket boundary of the city to 4 the'.Mangere Bridge.'. Unless the co-' operation of the other local > authorities interested ' could be obtained the council ffl would be justified in expending the loan -~£ money .on other important thoroughfare!
