DISMISSAL OF KUHLMAHN.
MGEY SCENE WITH KAISER A. and N.Z. AMSTERDAM, Jul* 21. German newspapers give details of an angry quarrel betweon Dr. von Knhlmann, ex-German Foreign Secretary, and the Kaiser at headquarters. Lndendorff threatened to resi.jn unless Kuhlmann resigned. Baron von Hertling, the Imperial Chancellor, replied that Kuhlmann would resign quietly during the Reichstag recess, but Kuhlmann went to the Kaiser and refused to do this. A violent dispute . ended in Knhlmann's dismissal, and he was ordered back to Berlin by the first train.
