Mr. Willard Saulsburv, a member of the Senate, has introduced a resolution urging the United Slates, Britain, and Japan to come to an agreement to prevent German aggression in the Pacific. Tho resolution stipulates that Germany must be permanently barred from naval bases in t*ha Pacific. A clause states: "It is opportune for the Governments of tho United States, Britain, and Japan to enter into J 1 is lasting agreement to render it inexpedi-1 ent for anyone and impossible for tho Central Powers to pursue methods of warfaro in tho Pacific Ocean which are not | justified by the laws of warfare," and further provides that China, Russia, and any other Government on the Pacific littoral may be admitted as signatories to the agreement and also that no warships of any Power which has pursued or shall pursue illegal methods of warfare on the high seas shall be permitted to hold ports or possessions in the Pacific from which such warfare may be waged. The resolution stipulates that the agreement shall be enforced by tho united sea-power of the signatories. The resolution is interpreted as the first fruits of the declaration by Mr. W. M.
