IMPERIAL FEDERATION.
IMPOSSIBLE WITHOUT IRELAND.
LONDON, June 29. Lord Salisbury, in a letter to tho press, says that until thero is some assurance of a change in Irish sentiment a federal system cannot be applied to Ireland. Therefore, ho adds, there appears to be a complete bar to Imperial Federation, which is impossible without Ireland.
