A Harbin correspondent states: General Semenoff, the Cossack leader in Siberia, has issued a communique that he has restored the bridge over the Onon River, -which he crossed, occupying Adrianovsk. He continues to meet with popular sympathy. General Semenoff has issued a proclamation assuring the trans-Baikal people that his movements are not counter-revolutionary, but are intended to restore lawful freedom.
