Tho Ulster Unionist delegates attached a report, in which they state they aro unable to concur in tho chairman's report, and protest against tho implication that a measure of agreement was attained which was not borne out by the evidence. Provisional conclusions on minor matters wero strictly contingent on an agreement on vital issues.
