THE WAR LOAN.

CERTAIN doubts and hesitation have hampered the flotation of the Dominion's third war loan, so that on Saturday the Minister for Finance declared that the loan was "not yet nearly fully subscribed." On the last day of tho subscription period it is clearly the duty of everyone to measure only his own responsibility in the great national task, without regard to what his neighbour has done or might be expected to do. Adequate assurances have been given that none will be allowed to avoid his duty in this matter, and so far as can be possible measures will be taken to secure an equitable distribution of the financial burden of the Dominion's war efforts. The subscription of £0,500,000 will be accomplished only by a determined effort on the part of all to whom the appeal has been made. The duty of personal service falls upon a comparatively small proportion of the community. For the great majority the opportunity for patriotic service is offered by tho Avar loan. New Zealand has been asked to make its utmost efforts in the allied cause, and to be fully effective its response must be made with money as well as men. The task of finding the full amount now required may be heavy, but it is easily within the scope of tho Dominion's resources, and will bo fully attained ii every citizen measures his contribution by the national necessity and the limits of his available resources.
