Tho Military Committees of the Senate So a report on tho Government aircraft "programme characterises it as gravely disappointing and recommends a drastic reorganisation of the production machinery. It charges Government officials with misrepresenting the situation, misleading the public, procrastination and indecision, and suggests one-man control. The production of 22,000 Liberty motors was ordered, but only 122 were completed for the army and 140 for the navy, and* four were shipped oversea. Owing to' delay in providing 'raining many American aeroplano cadets fen idle, and 1200 were sent to jEuropo to bo trailed.
