FIGHTING SUBMARINES.
VANCOUVER, Feb. 10. Li message from Washington states that Sir. Daniels, Secretary for the Navy, commenting on the new methods adopted by the Americans in fighting submarines, exclaimed: "The submarine war is being won."
The Wall Street Journal says that the German submarines have been sunk lately at the rate of 38 monthly, while the Germans are only able to construct them at the rate of 23 a month.
Washington officials believe that submarines are being sunk rather faster than they are being built.
