Stat hair., chairman of the committee, said that th& impression created by Sir Joseph Ward that the Consolidated Fund was made up mainly by contributions from the poorer classes and therefore the loss sustained by selling products to people at cheap rates would fail more upon workers than upon other classes, was quite erroneous.
