DISORDERS IN RUSSIA.
MARTIAL LAW IN PROVINCE. FIGHTS WITH MILITARY. (Received 1.30 a.m.) Router. PETROGRAD, Oct. 14. Bands of criminals and deserters began : to pillage in the province of Kharkoff } on Wednesday. They fired upon the troops who were checking their excesses. Martial law was proclaimed in Che evening, after fighting had continued all day. Similar disorders, which were provoked by a scarcity of food, in various town in tho provinces of Podolia, Kherson, and Astrakhan were speedily suppressed.
