COALITION CONSUMMATED. THREE LIBERAL MINISTERS. A. and N.Z. OTTAWA, Oct. 12. A Coalition Cabinet has been formed, with the Conservatives in the majority. Mr. Newton Rowell, leader of the Ontario Liberal Party, Mr. Frank Carvel], Sir Wilfrid Laurier's former lieutenant, and Major-General Mewbum have joined the Cabinet. The press welcomes the consummation enthusiastically, and hopes it will lead to the more aggressive conduct of the war. The formation of a War Cabinet of seven is likely.
