MESOPOTAMIAN PROMOTION.
MAN WHO FORCED INQUIRY Renter. LONDON, August 16. It was announced in the House of Commons, by Mr. E. S. Montagu, Secretary of State for India, that Major Carter, who exposed the medical defects in the Mesopotamian campaign, had been ~ promoted to the rank of Lieutenant-Colonel.
