(Reed. 12.30 a.m.) AMSTERDAM. July 23. A Dutch newspaper published an inspired article stating that the investigations of the Dutch Admiralty do not suggest that the British committed a deliberate breach of Dutch neutrality in capturing German merchantmen in the North , Sea, though during the pursuit the British crossed into territorial waters.
