GERMAN PLOTS IN SPAIN.

LONDON. July 6. TriE Madrid correspondent of the Daily Express states that Count Romanones. interviewed, attributed his downfall to German intrigue, which had nullified his policy of benevolent neutrality towards the allies, especially Britain, by intensifying the Spanish submarine blockade, and interfering with internal affairs, till the whole country was a network of German intrigue. The Germans used the effect of the Russian revolution in an attempt to cause a Spanish revolution. The crisis, he said, was not yet past. Plentv of German money was still being spent in an endeavour to cause further trouble, but the present Government is doing its utmost to tope with the situation.
