LONDON. July 3.
A message from Havre, the present seat of the Belgian Government, states that General Falkenhausen, the German military Governor of Belgium, has imprisoned Count d'Oultremont, formerly Grand Marshal of the court of King Leopold, and 20 other high Belgian officials, including the Minister for the Colonies. The action is supposed to be in reprisal for the alleged bad treatment of German, officials by Belgians.
