(Received 11.10 p.m.) LONDON, July 3 A statement was made in the House of Commons by Lord Robert Cecil, Under-Secretary for Foreign Affairs, that the Russian Government had suggested a conference of the allied Powers to reconsider the conditional terms of peace.
