Renter. 'WASHINGTON, June 9. According to the best informed Government officials, the hope of allied victory this year has gone. American plans now predict the probability of three years more ' war. Russia has collapsed and, it is believed, is out of the. war as an offensive factor probably for good, while France can be counted on only to hold her own. An admission from military critics that the Russian upheaval i x 3 upset the allied plans has caused extreme pessimism in the 'same quarters.
