CUBAN INSURRECTION.

The Governor of Santiago, Cuba, cables that ; all the officials have been deposed, and the whole province of Santiago de Cuba is in possession of the insurrectionists. Tho revolt arose out of tho .Presidential election. The President, General Menocal, has accepted all offer of rifles and ammunition from the United States. Under the treaty of 1901 the United States lias a right to intervene in Cuban affairs, and has already done so once since the Spanish-American War to quell an insurrection. The present President took office in 1913, and his term expires in May. « — —
