The other neutral nations are unfavourable to Mr. Wilson's proposal that they should break off relations with Germany. Switzerland has negatived Mr. Wilson's proposal, Holland probably will not come up to Mr. Wilson's expectations, Spain has replied, and in the mean- • * time her Government has refused to suspend shipping, the Scandinavian States are negotiating to send a mutual reply, Brazil has sent a strong Note to Germany, while Chili and the Argentine stand firmly . by Brazil. It is understood that the Danish reply states that the positions of ; Denmark and the United States are so different that comparisons are impossible, and also that the three Scandinavian Governments are < discussing their joint attitude towards the German blockade. The replies of Sweden and Norway will be identical with that of Denmark. The Swiss reply remarks that geographically Switzerland's position prevents her examining the problem in the same light as America. J It is considered unlikely that Argentina and Chili will co-operate with the United States, although the Chilian press supports Mr. Wilson's attitude. The protest of Brazil against unrestricted submarine war has been sent to Berlin. The Bolivian Minister says that Bolivia will alsu send a protest. LONDON. Feb. 7. The London Times expresses the view that neutrals are unlikely to break off diplomatic relations with Germany, as their peoples are ' depressed, and generally in favour of continued neutrality. (Received 11 p.m.) STOCKHOLM, Feb. 7. The Swedish Foreign Minister has informed the American Minister that Sweden cannot respond to Mr. Wilson's invitation. The Dutch Foreign Minister has informed the American Minister s that Holland has no ground for imitating Mr. Wilson. s
