EXPIRY OF PERIOD OF GRACE FOR NEUTRAL SHIPS.
SUGGESTED CONFERENCE ON SHIPPING QUESTIONS. Australian and N.Z. Cable Association. LONDON. Feb. 7. A semi-official message from Berlin states that Germany's enemies ~ are trying to spread the belief that the concessions made to Holland in offering her a sea lane between Britain's new minefiedl and the submarine blockade zone is a sign of weakness. It is pointed out that Germany's period of grace to neutral shipping in the submarine blockade zone expired to-night. Previous messages have stated that neutrals in the blockade zone would be allowed till February 5 to escape. Herr Helfferich, of the Imperial Home Office, states that the new submarine campaign has for its object the shortening of the war. He adds that it must be remembered that any additional suffering caused to neutrals will bo small compared to the sufferings which Britain has caused them. There is no question of Germany retracting her decision. A Rome newspaper states that Germany has addressed a Note to neutrals inviting them to a conference on shipping matters.
