JUVENILE CRIME.
LONDON, Oct. 2i. A CONFERENCE is being held at the Home Office to discuss the increase in juvenile '■ crime, amounting to 60 per rent.
Mr. Herbert Samuel, Home Secretary, stated that the King and Queen were gravely concerned. Mr. Samuel attri buted the increase principally to a. spirit cf parental control. He believed the cineto the war, dark streets, and the absence of parental control. He believed the cinematograph theatres were partly responsible, and he was establishing a censor ship for films and posters. Lieutenant-General Sir Robert BadenPowell, head of the boy scout organisation, stated that each boy scout had been instructed to bring in a hooligan as a. guest to boy scout meetings. Two thousand had thus been brought in at Birmingham, with most satisfactory results.
