A PErmos was presented to the House of Representatives to-day by Mr. Malcolm for Sir Frederick Lang, on behalf of the Mount Eden Ratepayers and Electors Association. The petition alleges that the Mount Eden Borough Council, in the year ending March 31, 1915, expended £11,903 without authority, that by a clause in the " Washing-Up" Bill of last year tie council «*as given power to raise a loan to make good this unauthorised expenditure without reference to the ratepayers, and that this loan was duly raised at the highest possible rate of interest, nearly 5£ per cent. The petitioners ask that' the House shall cause inquiry to be made concerning the persons at whose instate the special legislation was obtained, and the means adopted in procuring it
