The town of Lowestoft was shelkd for 20 minutes on Tuesday morning by the German battle=cruiser squadron, which was accompanied by light cruisers, destroyers, and submarines, and at least two Zeppelins. The enemy squadron was driven off by light cruisers and destroyers. Four civilians were killed during the bombardment. Naval aeroplanes and seapLnes took a prominent part in driving off the enemy squadrons. Several Zeppelins raided Essex and Kent on Tuesday night. They were driven off by gunfire, and did not achieve anything. The abortive attempt to land arms in Ireland from a German vessel has been followed by a serious outbreak in Dublin, presumed by the Imperial authorities to have a direct connection with Sir Roger Casement's scheme. An armed force of Sinn Feiners occupied Stephen's Green at noon on Monday, seized the post office, and occupied many houses in the centre of the city. A military force is now believed to control the situation. Twelve officers, soldiers, and policemen were killed, and 19 wounded. The German aerodrome at Mariakerke, near Ostend, was attacked on Sunday, and again on Monday, by British naval aeroplanes. On the second occasion they co-operated with Belgian aviators. Many bombs were dropped, and two enemy aeroplanes were destroyed. German attacks on the Mort Homme Hill positions, in the Verdun region, have been resumed, but all have been com* pletely repulsed. A successful onslaught was made on Monday by eight aeroplanes on the force of Turks which attacked Katia, and compelled the British outposts to withdraw. The enemy camp was completely destroyed, and the Turks were forced to retreat. The official report issued after yesterday's secret session of the House of Commons contains the text of the Govern* ment's proposals, whicjj were explained by the Prime Minister. The minor proposals are the prolongation till the end of the war of the service of time-expired men, the liability of •territorials'to service in any unit, the enlistment of exempted men at the expiry of the exemption certificates, and the enrolment of all youths as they reach the. age of 18 years. In regard to service by married men, the Prime Minister ■* explained that the Government required 200,000 more men to enlist. Unless 50,000 are secured by May 27, and if the weekly enlistments subsequently fall below 15,000 the Government will ask for compulsory powers. A feature of the scheme is a proposal to give assistance up to a limit of £104 per annum to enable them to meet their civil liabilities.
