It is expected that Mr. Wilson will not send another Note to Germany, but will merely instruct Mr. Lansing, Secretary of State, to inform tho German Ambassador, Count von Bernstorff, orally that the explanation of the sinking of tho Sussex made by Berlin is not acceptable, and that a rupture of relations is inevitable unless illegal submarine methods cease.
