The FrankfurterZeitung published the following Vienna message: ''The Neiio Freie Presse learns from a special Dutch source that the Paris Conference discussed forcing the Scheldt, with 200,000 men. Holland received news of this proposal via London on March 30, and the Minister*., in Council with the Queen, immedU ately ordered the fortifying of Flush* ing and the mobilisation of 360,000 men." The Vienna Journal quotes a Rot' terdain statement that England. In* tends paying Japan with Dutch colonies.
