GERMANY SENDS NEW AMBASSADOR TO THE BALKANS.
DUKE OF MECKLENBURG TO DIRECT ALL THE LEGATIONS Milan, January 16. The Bucharest correspondent of the Milan newspaper Seccolo states that Germany is sending the Duke of Mecklenburg on a special mission to assume the direction of all German legations in the Balkans. The former German Minister left last week, and wiU not return.
