CONSTITUTION TRANSFORMED INTO A SCRAP OF PAPER. LIBERALS WILL NOT TAKE PART IN ELECTION COMEDY. London, December 8. In view of the forthcoming elections in Greece, the ex-Premier, M. Venizelos. has issued the following manifesto:— " Successive dissolutions have transformed the Constitution into a veritable scrap of paper, suggesting that the monarch is the supreme head of the State. My party will not lend itself to an election comedy unworthy of a free people and contrary to the national will. Consequently we will not participate in the elections, but will ?eave to the Government full and entire responsibility for deviating from the political regime, and for the disaster which the Government is preparing. , " The Liberals will resume the struggle for the defence of Constitutional liberties when the external crisis terminates, should disaster not overtake us. The maintenance by the Government of the mobilisation proves that it iB afraid that Greece will be unwillingly compelled to make war for the defence of territorial integrity."
