PLOTS IN MEXICO.
STOPPAGE OF MUNITIONS. "Washington, December 8. The United States Government is believed to possess information showing that efforts have been made by Germans to start a revolution in Mexico, the object being to prevent the 1 inted States making ammunition for the. allies, since the Government would be compelled to take over the munition factories for its own use against the Mexicans. A German named von Rinteln is known to have been prominently connected with the plot. Rinteln is reported to be a special friend of the Kaiser.
