PROTEST ABOUT BELGIUM.

One of the leading (German exponents of International Law, Dr. Hans NYehberjr, who was until last November joint-editor of the Zeitschrift fur Volkerrecht (German International Law Review, ha* resigned his joint editorship owing to differences of opinion 'with his fellow -editor. Gehehnrat Kohler, especially as to the question of the justification of Germany's violation of Belgian neutrality In a letter to Herr Kohler, dated November 25. Dr. YVehberg says that he nrst disagreed with his fellow-editor about the expulsion of Professor Oppenheim, Whew ell Professor of International Law at Cambridge University, from the editorial board on the ground of his British nationality, lor the sake of peace, however, he gave way upon this point. Afterwards, however, there appeared in the Zeitschrift fur Vclkerrecht what in Dr. Wehberg's opinion were "'onesided representations" of the question of the violation of Belgian neutrality with which he could not reconcile hie conscience, and consequently he handed in his resignation. Dr. Webberg says that he asked Gehehnrat Kohler to publish his views on this subject in the German International Law Journal, but this was refused. " What." he asks. "' will happen later on to fidelity to treaties if Germany's attitude in this case is represented as justified!"
