FRIENDLY ULTIMATUM.
MUNITIONS FOR TURKEY.

Amsterdam, October 3.
Advices from Cologne .state that Austria is sending Roumania an ultimatum couched in friendly terms, asking her to allow the transit of munitions to Turkey. A short time is allowed for Roumania's answer, which Austria hopes will be satisfactory.
