London, September 15. During the last few days there has been a marked change in opinion in London respecting the Dardanelles campaign. A pronounced note of confidence is heard on all sides. Stirring news is expected in the near future.
There is a fresh outburst of optimism in Germany in regard to Bulgaria. The Cologne Gazette says that Bulgaria has decided for a healthy policy of friendly agreement with Turkey. Despite enticements and threats, she has preferred friendship with the Central Powers, thus securing her national future.
