A merchant -who escap—i from Libau, one of the Russian Baltic ports which the Germans now occupy, states that the Germans have established four shell factories, which are working continuously and are turning out 20,000 shells daily. Transports arrive from Danzig daily with munitions, food, and winter clothing. The Germans run a fullgauge single-line railway along the coast to Libau, linking with the Prussian railway system.
